Enhance Their Ability To Smell - A dog sees the world through its nose, which is why they have they can smell up to 10,000 times better than humans. A dog is said to have up to 300 million nose receptors, compared to our 6 million!

The nose secretes mucous, and the thin layer of mucous keeps the nose wet and the canals moist. A damp nose works a lot better than a dry one as the scent particles can stick to it. This enables a dog to understand each smell. 
Licking - We always see our dogs licking their noses; this not only keeps them clean but also helps with scent detection. They absorb the mucus, which is covered with scent particles into their mouth and to an olfactory gland, Jacobson's organ, which is located in the nasal cavity and opening into the top of the mouth. 

Jacobson's organ helps them to understand the smells further. The primary function of this organ is to coordinate basic functioning, e.g., to be able to detect a mate and find its way home. Search and rescue dogs supposedly extend their scent capability by licking the air.
Cool Down - Dogs are unable to sweat through their skin, like humans. They cool down by panting and by secreting through their nose and paw pads. This helps keep them cool and control their temperature. So their cold wet nose may be them trying to cool off.

Dogs' noses can vary from dry to wet, and it doesn't necessarily indicate their health. However, your dogs nose is dry, cracked, or sore nose, along with other symptoms (such as lethargy, not eating, not urinating), contact a veterinarian.
Temperature - Being in the sun or lying next to a fire can dry out a dog's nose. The wind or an overly cold day can also dry up their nose.
Age - As they grow older, some dog's noses tend to become drier.
Allergies - Dogs experience all kinds of allergies, from food to grass and dust. If you suspect this is the issue, discuss a course of treatment with your veterinarian.
Dehydration - In the heat, or after exercise, your dog can dehydrate. Ensure there is always clean, fresh water available. If you suspect this is the case, encourage your dog to drink.
Woken From A Nap - While they sleep, dogs do not lick their noses. Therefore they can dry out. 
Something More Serious - If your dog is experiencing an unusually dry nose, along with other symptoms, contact a vet as it could be an indication of auto-immune disease. 
If your dog is experiencing nose bleeds or growths around the nose and mouth, contact a vet for further information. A runny nose is also something to consider speaking to your vet about, as it could be a sign of a respiratory infection.
